The Troth runs a clergy training program for gothis:
http://www.thetroth.org/clergy/However, there is no real central authority for Asatru, as gothis are generally chosen from among the members of a kindred as being knowledgable in the lore and wise of counsel, and therefore right for the position.

What's a kindred?

A Kindred is a similar concept to a 'church' in a Christian context. It generally does not refer to a physical location, but to the group of people who come together to honor the gods.
Other terms used are 'hearth' and 'garth' (I tend to associate those more with Anglo-Saxon - or Theodish - tradition) as well as 'hof', which generally does carry with it the idea of a physical location. I chose Hof for the Wyrd of Midgard here in Stormark as I wanted to think of the Hof as an established place of worship in the Empire.

A gothi is more of the traditional spiritual leader, guide, etc.
A vitki tends to be more of an expert in runes, galdr (chanted runic magic), seidh (a form of meditative, journeying, shamanic-type magic) - more like a shaman or 'witch-doctor', I suppose.
The gothi's focus is on theology, spirituality, education, etc.
The vitki's focus is on the mystical experience of the gods and on magic.
