If Balmain or Western Suburbs juniors have signed a contract with the Joint-Venture club, I'm led to believe it is the Football Operations/Coaching Staff that have the final say on where contracted players at to be allocated if not required for First Grade. Obviously there would be a preference, however if one feeder club is a little light on in certain areas eg. the back row, then a player like Mataka can be utilised to strengthen that particular feeder team. So the decision is taken out of the Wests Tigers contracted players hands.
Shannon McDonnell is another case. Coach Sheens has 3 main Fullback options. Gallant, McDonnell & Moltzen. Now with Mighty Mouse still on a 2nd tier contract with Western Suburbs and filling the Fullback role for the Magpies, McDonnell being a Western Suburbs Junior also, it does not allow him to play Fullback if not required in First Grade, hence why he is also turning out for Balmain-Ryde Eastwood.
At the end of the day, both Balmain-Ryde and Western Suburbs are feeder clubs and both district juniors and junior rep players from both respective clubs who are Wests Tigers contracted will play with either side where they are needed and deemed necessary.
Ideally, we want all Western Suburbs Juniors playing for Wests Tigers proving that this Football Club's Mission Statement is as accurate as it comes. that being a 'Pathway to Success'. I have no doubt the likes of Mataka, Dunley, Akeripa, Davis will all be knocking firmly on the door for selection and what would be even more pleasing is to have these next generation Magpies finishing the year in First Grade at Wests Tigers. That determine's real Football club success and progression.

Mataka isn't part of the Wests Tigers squad so he is practically a free agent and can sign for any club he wishes. Totally different from the McDonnell situation as he is part of the top 25 squad.
I'm not sure if he was offered a contract by the Magpies. Maybe that's something that needs to be determined first before saying Balmain stole a junior player.
I am a big fan of Mataka and wish he was at the club. The Magpies seem well off for back rowers anyway with Vlaciky and Soultan still to come into the squad.
