This is an interesting effect. Let me know what you think of it. ;)

1. New Document (500x500)

2. Filter > Render > Clouds

3. Filter > Render > Difference Clouds

4. Press "Ctrl+F" once.

5. Filter > Sketch > Chrome (Detail : 10 | Smoothness : 10)

6. Duplicate the Layer (Layer > Duplicate Layer)

7. Edit > Transform > Flip Vertical

8. Now Change the blending mode of that top layer to "Soft Light"

9. Press "Ctrl+I" to invert the colors of that layer. (Top Layer)

10. Now, with the top layer selected, press "Ctrl+U" and use these settings:

11. Now, select the bottom layer, press "Ctrl+U" and use these settings:

I changed the colours... Don't know why. Just felt good at the time.
