Realistic Fresh Water:

1. New Document, I’m using 500x500 Pixels. Fill the document with Black.

2. Go, “Filter > Render > Difference Clouds”

3. Now using the elliptical marquee tool, create a selection on the canvas, and go “Filter > Distort > Twirl” (Angle 300)

4. Now, for this, continue making different size selections with your elliptical marquee tool. And for each selection you make, do “Filter > Distort > Twirl” (Be sure to vary in sizes for each selection you make.) It should eventually look like this:

5. Now, go “Filter > Sketch > Chrome” (Detail: 5 | Smoothness: 10)

6. Now, go “Layer > New Adjustment Layer > Hue/Saturation” and use these settings:

7. Now your finished result should look something like this:

[Optional]

If you want to add another effect to it, Select your Water Layer, and go “Filter > Distort > Ocean Ripple” (Size: 15 | Magnitude: 6)

And that would end up looking something like this:
