Frozen Over:

1. Open up your image (Preferably something with Water, but you can use something else)

2.Now Duplicate the layer, by pressing “Ctrl+J” and go “Filter > Stylize > Glowing Edges”

Edge Width: 1
Edge Brightness: 20
Smoothness: 15

Drop the opacity of the Layer down to “50%”

3. Now go, “Layer > New Adjustment Layer > Photofilter” and use these settings:

(If you don’t have the “Photofilter” option use this step instead. Make a New layer, fill it with the color “#00B3FF” and set the blending mode to “Overlay” It gives the photo the same effect as the Photofilter would)

Finished Result Should look something like this:

If you want to make it look even more icy, Grab the Middle layer (The one you added Glowing edges too) and press “Ctrl+L” to bring up the Levels, and use these settings.

Two Variations:

Realistic Ice:

If You want to change your Effect, to a more realistic Ice. Double Click your Photofilter layer, and change the Color to this "71DAFD"

Result:

Nuclear Waste:

If you want to change the Effect, to resemble a river of Nuclear Waste, Double Click your Photofilter layer, and change the color to "58F900"
