Yeah it is, and Izumi is in the background! This is clearly He is My Master, directed by Saeki, the guy who nearly single handedly composed This Ugly and Beautiful world, and Episode three of FLCL! He is the guy who made Ninamori the sexual mascot of FLCL, and was mentored by Yamaga durring production of Mahoromatic!
