Hello, I am relatively new at this... I have never been to a con before so this will be my first one. I really want to cosplay as someone, but I've absolutely no idea how to find a costume. Preferably one on the cheaper side, because I would like to have some money left over so I can buy stuff at the con :D

We make them.
Or have other people make them for us.
But the second one goes against my nature. Unless it's from a friend. That's ok. :)

Try ebay or cosplay.com's forums for help. I'm not the best sewer either. Or ask around con threads. I'm sure there are alot of skilled people here that are willing to make your costume for a fee though.

Ebay does sell them. If you ask around on Cosplay.com I am sure you will find people who will commission them for you as well. (Plus cosplay.com answers all question....hince the name..lol)

Now at some conventions, you can, but the person who made it, must be there as well, and in the group.

(although I do not know about AP...lol)

I wasn't planning on competeing, just dressing up for fun. Thanks for the advice though.

As for the shows I like... my favorites would be Fullmetal Alchemist, Fruits Basket, Fushigi Yugi, FFX, and Kingdom Hearts. I was thinking of maybe being Rin from Fruits Basket, because I have long hair and could temporarily dye it black. There's just not as many cool girl characters with long hair in the shows I watch...

Well, you can do any character, even if you don't watch the show.
As for hair, well what color is your hair? Or would you wear a wig?

As long as we could get together, and I could take your measurements, I'd only ask you to pay the cost of the materials, and maybe 20$ for labor. (I'm cheap.. lol)

Same here. I'm spending nearly a $150 on my Al costume alone. Then another $65 for the wig. So cheaper the costume, the happier I am xD
