I'm thinking a combo of some kind of metal wire, foil, and paint. The shirt, pants, and cape thing should be easy. I'm also planning on bringing things to represent Akira's organs.

I voted Sano. I cosplayed Sanosuke at Colossalcon '07 and the costume was a lot of fun to make and wear. ^^

I don't reccomend tin foil for the arm. It looks cheap. I say go with craft foam. You just need a blowdryer or heat gun to make it bend and you can seal it with modge podge so you can paint over it.
But you might want to post reference pics. Its been awhile since I have seen this movie.
