I'm not working on a specific character just a S.T.A.R.S. member. Though I do believe all the S.T.A.R.S. have names or most of them do. But it will the the basic shirt,patch, tactical vest and pants w/ a gun of course.
Though I have not picked if I will do movie version or game. In the movie they have the patches on the RIGHT arm instead of the LEFT in the game.

Do the game version. I know that's what my friends and I do. The movie(s) were good and all, but not as good as the games, (especially the first one before it's director's cut debut. That cheese-tacular opening is priceless. XD)

That's a win idea. O>O Actually, the tallest re cosplayers I know go as Steve and the other is currently working on Barry. T.T I don't know anyone big enough to be Nemesis.
