Edit: governor, cloud 9, he's standing next to the building near the center of the area. you know where the fountain is, he's next to the building witht the two statues and the gold bars.

Edit Again: boy scout is in dynaville, he's running around a campfire near where the little outdoor cafe are is.

I figured it would be by the Observatory itself, but I can't even remember where I picked up the Observatory.

Found it!! It was in Dynaville after you grow to 12m. I just went to the top of the mountain and viewed the view in until I found the Observatory, and it was right next to it. Thanks so much for your help on the other two.

Nah, I found them right after I made that post. For some reason I never bothered the explore the first couple of levels in the starting size so I overlooked them.
