Location: Taurus
How to Find: Go up to Seasslug Ranch, avoiding any smaller cows, make sure you are over 3.5…go to the edge of the cliff near the trees and look over until you see the lower ledge with the cows on it…find a place where you can push the katamari over the edge and drop down onto the lower ledge where you can get the cow.

I realize this question has been answered, but there is another way:

On a small island at the bottom of the same ramp, there's a lone cute cow standing in front of a building. You have to be fairly large (I was 6m88cm) to roll up onto the island from the water.

It may not be any easier than the other way since you have to be much larger, but I thought I'd mention it anyway.
