He was in the seadome in the middle of the city after 3m. he's in a green suit and will be near both the rubber boss man and the girl. both are in seadome in the middle of the city. They are performing on a stage which has a picture of a sunburst on it (sun with sunrays). There is a peacock and sofas with people sitting on them in front of the stage. Be careful not to get too big as they will disappear.
