that's the fish store sign. i don't know off hand but it's dlc only so i would say fstart with those levels. i'll see what i can dig up and see if i can find it.

while i'm looking for the sign, all of the steps are in sunrise castle. try doing eternal and giving a look there. one behind a waterfall, one on a bridge, one by the bell, one by the water bank, one on the roof of the house...

EDIT:

the fish store sign is munchies manor. it's spinning around on a wedding cake.

all of the steps are in sunrise castle. make sure you got on the waterfall, along the river bank and on the rooftops. if you need specific locations i can try and look them up later.

Step 3 is on the front steps of the building directly across from the TV studio door. I think Step 8 is near the river around a sunflower.
