I have all items in the Festival rolled up, but it says 44 items collected (but there's only 34 items to collect), and it's still at 97% complete for Festival.

It's likely one of the items has a sub-collection. Scroll through the list and look at the bottom left to see if any of them say to press a button to view sub-items. I have an idea as to what item you might be missing since a lot of people(including myself) missed it and it's a small snowflake. Give a looksy and let me know.

all of the steps are in sunrise castle. i don't have the exact location right now, but they're all in there.

i think the 8th step is on top of a building in the small village.

you know the side that has the japanese building, there's a ladder that stretches between the two buildings to use a bridge to cross them when you're little? i believe it's on top of the house closest to the water. i can't doulbe check now though.
