Foomin, Miki, and Velvet are in this level. If Velvet is the one you're missing, when you get past the 3m barrier, head to the beach, she should be there surfing on a fish. Hope this helps! :velvet

Closer: Get to 3m. Then, go to beach. There are various fishes/allogators. On one of them, you should see Velvet.
