What should I be working on for the forum?

I have no idea.
But one thing, do not ever open an arcade. They tried that with the other forum that I go on. Yes, it was popular when it first opened, even I played some of the games in the arcade. However, after 2 months it was opened, people stopped going there. The admin made a forum for dicussing about the arcade (Like, what games you like, how to beat that certain game...), no one posted in that forum after a while.
Also, you might attract some n00bs to join the forums, just for the games, not posting on here at all.

No arcade. Like Monch said people will only just start playing the games and will stop posting. Besides it gets a little old,and an arcade section would contridict the RPing. Work on the Items,Codes,Organization,or Advertizing the role playing. Those i think need work on.

By "Fix the rules" it means just to re-organize it so its easier to understqand and more clear.
Hmmm... to do list (in no particular order): organize, update rp, advertise, items, fix skin/graphics, give everyone 1,000,000 cens (Not really XD) and maybe a toolbar.

A section for people to talk about the manga. Having only a thread limits what we can talk about because we have to avoid spoilers for those who don't read online. ^_^
And I agree on the others with no arcade. If you do make an arcade, how about making it so you can only play if you have a certain number of posts? (So people don't come just to play in the arcade)
