I mean, Wrath had an emotional bomb dropped on him. You'd be whiny too. Izumi leaves him to die in the gateway (Sorry Izumi. I know you tried to get him back, but...), he spent 15+ years in isolation in the gateway, he came out and found out what happened to him, the women he considered his mother died in front of him, and he had to live with the guilt, he arm and leg was forcibly ripped off of him, he got the s**t beaten out of him by Envy....and last but definatly not least:

I'm pretty sure he's 7-9 years old...but that's just me. I don't see how he can be 15+ though, ince Ed's arms and legs are quite a bit longer than his, he sounds like a little kid, he acts like a little kid, and he's called a little kid.
