Step 1:
Start off with the image you want to break into three different parts. My image is 400x375, to choose a good size all I did was pick an average signature size that I use (400x125) and raised the height three times as much.

Step 2:
Create a new document anywhere from 10-15 pixels taller then your original image and keep the same width, make sure the background is transparent. Mine is 400x390 (Oringinal was 400x375). Also open up a new document that is the same width and 1/3 the height of your original image. My oringial image was 400x375 so the new document is 400x125.

Step 3:
In your Smaller new document that's 1/3 of your oringial picture, do a special wand so that all the area is selected. With the magic wand still selected, drag the selection box(not what's in the box but the actual blinking box) from your 1/3 document to your orignal that has your signature in it. Put it on the bottom and it should fit it's into the bottom 1/3 of your signature.

Step4:
After you made your selection of the bottom third of your original image, select the move too and drag that third of the signature into your black document that's 10-15 pixels taller then your original and fit it into the bottom of the document.

Step 5:
Now go back to your original document and move the magic wand area(by having the magic wand selected when dragging) up to the very top third of the original document. Then select the move tool again and drag it into your enlarged document that contains your bottom third of the original. Once again both the magic wand box and the actual selection should fit right into place in the top third of your signature.

Step 6:
This is where things get a little tricky, now you must get that evil little middle piece from the original too the enlarged document. I would have to say the safest method is to delete your top third on your ORIGINAL(don't save after deletion) and then delete the bottom third as well. All you have to do is position that selection on the bottom third and top third again and delete. You may have to use that 1/3 new document we used in the beginning of the tutorial to get your 1/3 size selection again and then use the wand to drag it over to the original and then delete. Once you're left with only the middle third, click with the magic wand once above it, then hold shift and click once below it so the empty spaces are selected, then go to Select->Inverse and then choose the Move tool once again and you can drag the middle over to the enlarged document.

Step 7:
After you drag over that final piece of the original image, line it up in the center. I just do this by eye and it shouldn't be too difficult but if you're having troubles try to use the ruler to help you out. It also helps if you make a new layer just for a moment and put the layer under all the rest. Then color the layer so that the spaces between the 3 pieces are more visible and easier to have perfect distance between the pieces. If you're still not completely sure still about the spacing, just merge all the layers(can undo merge after you're satisfied) and magic wand one of the spaces, then drag the selection space over to the other(with magic wand selected so you don't drag the actual color) and see if it fits accordinly. This might be a good ideas because in the following screenshot the top space looks a tiny bigger but sometimes that's just a bitch because it couldn't get any more centered lol sometimes the amount of space between messes these things up.

Step 8:
The borders! Well you got that part done so now for the borders. I simply applied a 3px border which I really would rather not going into that whole tutorial so if you want it, refer to that, otherwise I will go through how to make a 1px border. Once again go to your smaller document, the one 1/3 the size of your original and magic wand select it all. Then go to Edit->Stroke and make it black 1 pixel. Now deselect the selection(Select->Deselect) and choose the Move tool. Drag the border over into your enlarged document with your three pieces in it. Duplicate your border twice and move all three so they fit snug around each of your three pieces.(Note: In the screenshot there is a 3px border, not a 1px)

Step 9:
Now for the saving, make sure your background is transparent(Delete the color layer if you made one) and go to File: SAVE FOR WEB. Use the default settings but make sure MATTE is set to NONE and not white or anything else. Now when you go to host your image it should be transparent between the spaces and be just one single image like mine below ;)
